Ajaero Backs Senate on Local Content Enforcement, Flags Systemic Abuse

President of the Nigeria Labour Congress (NLC), Joe Ajaero, has raised alarm over persistent violations of Nigeria’s Local Content laws, describing the situation as a “national crisis” that continues to marginalise Nigerian workers while empowering foreign expatriates.
He made the remarks during a visit by the Senate Committee on Local Content, led by Chairman Senator Joel-Onowakpo Thomas. Ajaero said the ongoing abuse of Local Content regulations was robbing Nigerians of jobs, fair pay, and dignity.
“We need a clear strategy to enhance monitoring because this problem has persisted for too long,” Ajaero declared. “I’m with you in this cause to save this country from this calamity. Some of these violators appear untouchable, even when taken to court. Who enforces the law?”
According to him, despite the presence of strong legal frameworks like the Nigerian Oil and Gas Industry Content Development (NOGIC) Act, enforcement has remained weak, enabling companies to bypass regulations, underpay Nigerian workers, and flood job sites with foreign staff.
“While we complain about unemployment, expatriates earn double and Nigerian workers are treated as second-class citizens in their own country. This discrimination must stop,” he said.
Ajaero recommended the establishment of a national databank to track violations and court outcomes, insisting that public accountability is vital for reform. “We need to keep a record of how many convictions have been secured. That’s the only way to measure progress,” he stressed.
He further alleged that some enforcement officers may be sabotaging the system from within. “When those meant to enforce the law become compromised, the entire system breaks down,” he warned.
Highlighting cases where major refineries and industrial projects are predominantly staffed by expatriates, Ajaero said the NLC and its affiliated unions will begin gathering and submitting evidence of abuse to support the Senate’s efforts.
“There’s a lot of good work being done under the Local Content policy in the oil and gas sector, but we are not there yet. We must go further to stop capital flight and empower our people,” he noted.
In response, the Senate Committee promised to investigate all reported violations and reinforce measures to ensure compliance—aimed at safeguarding jobs and preserving the interests of Nigerian workers.
