Ebonyi Assembly Approves 2026–2028 Expenditure Framework

The Ebonyi State House of Assembly has approved the 2026–2028 Medium Term Expenditure Framework (MTEF), a strategic financial roadmap that will guide the state’s fiscal planning over the next three years. The approval was granted during plenary on Tuesday, July 29, at the legislative complex, Nkaliki Road, Abakaliki, presided over by the Speaker, Chief Moses Ije Odunwa.
This was revealed during the reading of a letter from the State Governor, Rt. Hon. Francis Ogbonna Nwifuru, which outlined the significance of the MTEF as a policy document encompassing economic and financial updates. According to the Speaker, the MTEF had earlier been approved by the State Executive Council on July 14, 2025.
Leader of the House, Chief Kingsley Ikoro, described the framework as an “action plan” that reflects the government’s strategic priorities. He noted that it presents a clear and genuine outline of the administration’s vision and objectives, particularly in monitoring and evaluating ongoing projects across the state.
In support, Hon. Aloysius Nwodo, representing Ebonyi North West Constituency, said the MTEF would provide long-term direction for government budgeting. He urged his colleagues to support the document’s approval.
Following deliberations, the Speaker put the motion to a voice vote, and it was unanimously adopted. He then directed the Clerk of the House, Mrs. Edene Uche Blessing, to prepare a formal communication to inform the Governor of the framework’s approval.
Also at Tuesday’s plenary, the House received and approved a letter from the State Auditor General regarding the submission of the 2024 Auditor General’s Report. The motion for its approval was moved by the Leader of the House, Chief Ikoro, and seconded by Hon. Godwin Abiri, representing Izzi West State Constituency.
In addition, two bills scaled first reading:
- HAB NO. 009 of 2025: A Bill for a Law to Repeal the Ebonyi State School of Health Sciences and Technology Law, and Re-enact the Ebonyi State College of Health Sciences and Technology Law.
- HAB NO. 010 of 2025: A Bill for a Law to Establish the Ebonyi State Youth Development Commission and Provide for the Implementation of a Sustainable Youth Policy.
Speaker Odunwa also announced that members of the Ebonyi State House of Assembly would proceed on a two-month recess beginning August 1, 2025. The House was thereafter adjourned to another legislative day, following a motion moved by Chief Ikoro and seconded by Hon. Stephen Orji Igwe, member representing Edda East Constituency.
